Government teachers in Uttarakhand oppose move to club schools

DEHRADUN: A day after TOIreported that the state government is moving ahead with its plan to club schools with less than 10 student strength, government school teachers said that they will oppose the decision.

“Rather than closing schools and clubbing them, student strength needs to be increased in the schools. We are planning an agitation and before that will convey our displeasure in writing to the government/state education department asking them to stall the move. Students from economically weaker sections who are enrolled in private schools under 25% RTE admission provision should instead be enrolled in government schools, that can be an avenue to increase students in state-owned schools,” said Junior high school association’s president, Subhash Chauhan.

Almost 3,000 government schools will come under the ambit of being clubbed. In its initial phase, almost 250 zero-strength schools will face closure by this year-end. The rest of the schools will be closed and clubbed in phases after that.

Digvijay Singh Chauhan, another teacher associated with the Prathmik Shikshak Sangh, said, “Low student strength is not because of a lack of effort on the part of teachers but a failure of the education system. The government and state education department need to find out means to attract students back to the state-owned schools. If schools are closed in the hills or are even clubbed, it might lead to loss of jobs for teachers. Also some students might even drop out if they have to travel long distances to reach school.”
The teachers, however, have no qualms if zero strength schools are shut but for less than 10 strength schools, most said that more options must be tried out to turn the situation around rather than taking this route.
Education minister Arvind Pandey had, earlier, said that the move will not lead to loss of jobs for teachers and schools will be clubbed in a well-planned manner such that students do not have to travel long distances.

Mission Room to Read: NGO opens its 20,000th library in Uttarakhand school

Kuhu was excited when a group of foreigners arrived at her government primary school in Nanoorkheda. The six-year-old had a reason to smile. The group are from a NGO which inaugurated the 20,000th library at the nondescript school under its global programme.

With its goal to inculcate reading habit among kids, the San Francisco headquartered ‘Room to Read’ has established libraries in government schools across 14 countries. India alone accounts for 7,961 libraries and 540 will come up this financial year. Published by the NGO, books in local languages are provided at libraries.

“I am excited as we will get to read so many story books,” Kuhu said in excitement.

Focussed on children from developing countries, the NGO works on imparting literacy and gender equality in education. “Working in collaboration with local communities, partner organisations and governments, we develop literacy skills and a habit of reading among primary school children, and support girls to complete secondary school with the relevant life skills to succeed in school and beyond,” the NGO official website says.

For this objective, teachers are provided soft skill training. The curriculum – divided in levels – provides opportunity to students to understand and read the books. “We want children not only to learn reading (at least three times faster), but also to develop reading as a habit,” Room to Read chief development officer Geetha Murali told Hindustan Times on Wednesday.

Mostly in Hindi, the books are designed to cater some of the most favourite topics of kids. “Books with humour are most liked by students, and so instead of putting some well known characters like Barbie or Ben Ten, we have used common characters like dogs, cats and people for a wider acceptance among students,” Geetha said.

Instead of developing new resources, she said, the teams are working with available resources to make this project a success. “The government is supportive and has understood the importance of our work. It’s one of the states which will report some exceptional results in the coming time.”

At the same time, the NGO also runs a gender equality programme under which 50,000 girls have been supported for their studies. The programme is active in countries such as Nepal, Vietnam, Cambodia, India, Sri Lanka, Laos, South Africa among others.

No exclusion conceivable, Finance Ministry reveals to DMK MP

The legislature has illuminated that training advance defaults can’t be kept out of the ambit of FICO score agencies, for example, the Credit Information Bureau of India (CIBIL). The administration’s reaction was in answer to an inquiry postured by DMK MP Tiruchi Siva.

In a letter written to Finance Minister Arun Jaitley in August, Mr. Siva said understudy advances summed just to 6.9 for each penny of the aggregate non-performing resources (NPAs), contrasted with mechanical segments, for example, steel that represented 36.4 for every penny. He brought up that in 2012-13, the All India Survey on Higher Education watched that around 37 for each penny of the aggregate instruction credits were taken by the Scheduled Castes, Scheduled Tribes and Other Backward Classess.

“Because of the developing NPAs of banks, they will wind up plainly hesitant to give instruction advances. The portrayal of instruction credits as NPAs influences the eventual fate of the understudies. This is an obstacle to the young who need to set up their own particular organizations as they won’t have the capacity to assess non-reimbursement of instruction advance,” Mr. Siva said in his letter.

On the off chance that the understudy advances are clubbed with different NPAs, they will be brought under Credit Information Bureau of India. A defaulter gets low CIBIL evaluations and can’t get any further advances.

“A large portion of the understudy advances are extremely ostensible sums, ₹5lakh-10 lakh, all the more so in the event that you contrast it and the NPAs of our state-run banks running into a large number of crores, so the legislature ought to truly ponder on the issue,” Mr. Siva said.
